Return of the Kings: Police Minister Liza Harvey says hard to stop Perth meeting

WA Police Minister Liza Harvey has delivered a withering assessment of "neomasculinist" group Return of the Kings and its US leader Daryush Valizadeh - but admits law enforcement will be virtually powerless to stop planned Perth meetings going ahead.

As federal Immigration Minister Peter Dutton assesses "legal rape" advocate Mr Valizadeh's suitability for entry to the country, Ms Harvey said a Return of the Kings meeting outside Cottesloe's Ocean Beach Hotel would be closely monitored by police.

However, monitoring might be all that WA Police can do.

"I shudder to call him [Mr Valizadeh] a man. Real men don't advocate rape," Ms Harvey said.

"Sadly ill-informed neanderthals exist in the world. Through the internet they manage to get a platform of like-minded followers. Quite frankly anybody who advocates these views or feels violence towards women is acceptable, my message towards them is 'get help'.

"We can't arrest him for standing around talking. It's very difficult to arrest someone for inciting a criminal offence.

"We had that same issue when [far right wing politician] Geert Wilders was over here - the threshold to prove in a court they were inciting criminal activity is very difficult.

"But police have been monitoring this individual and they will be watching any individual who thinks it's a good idea to turn up on that day. You will be marked."

Premier Colin Barnett also spoke out against Return of the Kings on Tuesday, with a petition circulating urging government officials to put a stop to the Cottesloe meeting.

The local Change.org petition started up late Monday, calling on Ms Harvey, who is also Minister for Women's Interests, and Police Commissioner Karl O'Callaghan to cancel the planned "tribal meeting".

The "Stop Supporters of Legal Rape Rosh V advocates meeting in Perth" petition only had 79 signatures on Tuesday morning, but a similar one in Sydney had garnered more than 31,000 signatures just before 8am on Tuesday.

"Australia already has a widespread problem with rape, abuse and violence against women and does not need any more encouragement to harm women from people like Roosh V and his followers," the petition said.

"What these men are advocating is, and should legally be considered, a hate-crime. Not only should the police stop this event from occurring - they also need to inspect the men attending this event.

"We need to send the message that rape is not ok, that supporting a misogynist like Roosh V is not ok and that violence against women is not ok".

Immigration Minister Peter Dutton said Mr Valizadeh had no visa to visit Australia and had not yet applied for one.

But Mr Dutton, who last month cancelled the visa of self-styled "pick-up artist" Jeff Allen on character grounds, made it clear he rejects Mr Valizadeh's views and he could have a hard time getting into Australia if he tries.

"People who advocate violence against women aren't welcome in Australia," a spokesperson for the minister said in a statement.

"In the past people advocating violence against women have had their visa refused or cancelled."

"The minister has asked the department to continue to monitor this case."

Mr Valizadeh has relished the recent media attention, posting on Twitter how the story about his world meeting had become "number one news story in Australia".

The meetings, which purportedly coincide with 43 public meetings worldwide, were organised by Mr Valizadeh and he stipulated that "women, transgender men and homosexual men are banned from the meeting".

Participants were instructed to ask men in the area, "Where is the nearest pet shop?" and wait for the correct response, "The pet shop is here", to identify other supporters.

On Tuesday, Cottesloe mayor Jo Dawkins said the group was not welcome in the "family-orientated community".

"We haven't heard from this group, but if we had been given notice we wouldn't have approved of it as we are a family-orientated community," she said.
