Families squeezed by aged care changes

My mother is 90 and in an extra services nursing home. She has been advised by the Department of Human Services that from 1/01/2017 her daily means-tested care fee has risen from $3.52 per day to $19.99 per day. This is on top of the $48.44 daily care fee she pays. She receives a pension of $877.10 per fortnight, has $68,000 in the bank and owns $65,000 in bank shares. The only other money she has is a $327,000 refundable accommodation deposit (RAD) which is held by her nursing home.
